Governance

Governing Document

Langham Community Trust is in the process of applying as a Charitable Incorporated Organisation (CIO) run by a board of Trustees and registered with the Charities Commission.

The objects of the CIO are, for the benefit of the public and in particular of the inhabitants of Langham, Rutland and its surrounding area within 4 miles of the village centre (referred to as "the area of benefit"):

  1. to advance the education of, and to provide facilities for recreation and leisure-time activities for, the inhabitants of the area of benefit, in the interests of social welfare and with the object of improving their conditions of life; and

  2. to organise and support community events, including but not limited to an annual Christmas lights and community event ("Langham Lights"), that bring the community together and promote social cohesion; and

  3. to promote and support such other charitable purposes for the benefit of the area of benefit as the trustees may from time to time determine.

We are registering with the Fundraising Regulator and fully comply with their Code of Fundraising Practice for Ethical fundraising and sustainable giving. The Fundraising Regulator sets and maintains the standards for fundraising across the UK.

Trustees

Steve Dye - Chair

Responsibilities: Steve oversees the governance and operations of the charity. Steve is also the specialist on the festive lighting displays.

Steve has lived in Langham since 2018. He is well known in the village for his Christmas Lights displays, including the Nativity Scene at the Village Church and festive lights at the Old School. Steve is a member of the Langham Village History Group with a focus on transcription of medieval documents and research into the Old School. Steve is also board member of the Langham Gardening Association. Steve is a founding trustee of the Langham Community Trust.

Andrew Tilbrook - Treasurer

Responsibilities: Andrew is responsible for Financial Oversight, Financial Reporting, Financial Compliance, Adherence to Charity Commission and Fundraising Regulator rules.

Andrew moved to Langham in early 2024 after retiring from his accountancy practice. Since moving to the village, he has embraced village life and enjoys the challenge of growing his own produce on his allotment with his partner Glenys. Keen to play an active role in the community, Andrew joined the Langham Village History Group and shortly afterwards became a Parish Councillor. He is always happy to get involved and lend a hand, whether that’s trimming grass and hedges around the village or helping with practical jobs such as repairing the basketball net in the Community Park.

Jasmine Barnes - Secretary

Responsibilities: Jasmine oversees the Marketing, Brand Identity, Social Media and Advertising for the Trust.

Jasmine moved to the village in spring 2026 and is the Trust’s Secretary, overseeing its marketing, brand identity, social media and advertising, while also supporting the Trust’s wider administration and communications. With experience in community building and event organisation, Jasmine is passionate about bringing people together. Since moving to the village, she has been keen to give back to the community, support local causes and help create more opportunities for residents to connect, get involved and enjoy events right here in Langham.
